Allowance to establish a sheltered workshop or a sheltered workstation - § 56

The Office may provide a allowance to establish a  sheltered workshop or sheltered workstation to the employer, who engages for the established job  in a sheltered workshop or sheltered workstation a job seeker, who is a person with health handicap, registered in the job seeker register for the period of minimum one month, if the employer the allowance requests in writing. 

The allowance is provided for settlement of cost part for establishing of one job for a person  with health handicap in a sheltered workshop or sheltered workstation, which is unavoidable for assurance of work activity performance by a person with health handicap and are related to establishing of this job. The allowance is not provided to settle the salary part and  insurance premium advance money for obligatory public health insurance, insurance premium for social insurance and obligatory contributions for retirement pension savings paid by the employer in favor of the employee, who is a person with health handicap engaged for established job in a sheltered workshop or sheltered workstation.

Allowance amount for one established job in a sheltered workshop or sheltered workstation is

• In Bratislava region, maximum 4-multiple of the total work price calculated from the average salary of an employee in the economy of the Slovak Republic for the first up to third quarter of the calendar year preceding the calendar year, in which the allowance is provided. In 2103, it is in the Bratislava region maximum 4 228,96 EUR.
• In other regions

- in counties with average unemployment rate lower than or equal to the all-Slovakian average in a calendar year  preceding the  calendar year, in which the allowance is provided, maximum 4,8-multiple of the total work price calculated from the average salary of an employee in the economy of the Slovak Republic for the first up to third quarter of the calendar year preceding the calendar year, in which the allowance is provided. In 2013 it is in these counties   maximum 5 074,75 EUR.

- in counties with average unemployment rate higher  the all-Slovakian  average in a calendar year preceding the  calendar year, in which the allowance is provided, maximum 5,2-multiple of the total work price calculated from the average salary of an employee in the economy of the Slovak Republic for the first up to third quarter of the calendar year preceding the  calendar year, in which the allowance is provided. In 2013 it is in these counties maximum 5 497,64 EUR.

The allowance is provided to the employer by the Office, in the territory of which the sheltered workshop or sheltered workstation will be established. The business, which includes appurtenances to be determined by the Head Office by internal regulation and calculation of expected costs to establish the sheltered workshop or sheltered workstation are a part of the request. The allowance is provided pursuant to a written agreement related to allowance provision concluded between the Office and the employer.

The allowance is provided within 30 calendar days from the day of submitting the documents proving the costs spent. 

Documents proving the costs spent shall be submitted by the employer not later than within six months from the day when the agreement related to allowance provision was concluded.

Jobs, for establishing of which the allowance was provided, may be occupied by job seeker only who are the persons with health handicap. Other persons with health handicap may be engaged for these jobs in the case only, when they are free temporarily pursuant to previous approval by the Office for the maximum period of nine calendar months. 

Employer, who received the allowance, is obliged to preserve the job in a sheltered workshop or sheltered workstation minimum two years.
